When you make a help tool tip, you normally do:

<A class="helpLink" href="?" onclick="showHelpTip(event, sJsHelp); return flase;">Help Tool Tip Text Here</A>

If you want it to be onmouseover or onmouseout, simply change the onclick to onmouseover. Then you will also have to edit the JS file also. Right now it has:

// add a listener to the blur event. When blurred remove tooltip and restore anchor el.onblur = function () {    document.body.removeChild(d);    el.onblur = null;    el._helpTip = null; };

You will need to change it to el.onmouseout like so:

// add a listener to the blur event. When blurred remove tooltip and restore anchor
el.onmouseout = function () {
   document.body.removeChild(d);
   el.onmouseout = null;
   el._helpTip = null;
};

That should do the trick, unless I missed something else in the code. Hope that works for you!
