I originally posed the question.. 

What I was looking for orginally was a menubar for IE that crossed frames and was effectively free..  The DHTML Menu has exceeded my requirements so far and I'm very happy with it..

However because of my original requirement I need the ability to have a toplevel button clickable to a link and not a sub-menu..  I dont think it will be confusing to users, quite the reverse, currently I have the link on the second level and I'm getting reports that it's seen as a waste of time and confusing when a single button at the toplevel is suffcient. !!

The option to get a link in at the level would be ideal, however my java/vbscript skills aren't up to the job of modd;ing ur (excellent) code

You might want to modify the code to do this but it is considered bad user interface design to do this and it will confuse your users. Maybe you want to have a toolbar isntead of a menubar?
