You can use Chinese characters in XML as long as your file is correctly encoded.

1. Ensure that your text editors saves the file using UTF-16 (other encodings works as well but it is usually better to use UTF).
2. Make sure that the XML declaration uses the same encoding. (No whitespace is allowed before this)

<?xml version="1.0" encoding="UTF-16"?>

3. Make sure that your server sends teh correct HTTP headers. It should send

Content-Type: text.xml; charset=UTF-16
