In the style that you defined, why is the bottom set to 0? I applied this style and both the vertical and horizontal scroll bars appear together at the same time, but only when the width is smaller than the content. Height has no effect. A vertical scroll bar doesn't appear when the content his vertically larger than the content.

Since you have height 100% and top 20px the bottom edge will be 20px below the bottom. If you are using percentage heights the parent element must have a defined height as well.
You will most likely need to use JS to get the height correct since IE does not support both top and height. This works in CSS2 compatible browsers
You might also consider adding an extra div around the original one and use padding-top to move the tree down a bit.
Vertical position in CSS really sucks.
