All seasoned Windows developers will tell you...
In the Windows OS, there are "windowed" and "windowless" controls. The Option and Listbox controls that are drawn on the browser window, are "windowed" controls. All the remaining controls are "windowless". You cannot place a "windowless" object (ie: html object, etc) above the zOrder of a "windowed" control. FACT!!!
You can run a script that will hide these controls and displays them after the tooltip/menu is gone as follows...

Anyone have a problem with the tooltip being overlaid with a <select> object that happens to be in its way? Is this an IE bug? Any solution?
