I seem to have solved it, though I seem to have triggered another bug, not sure yet what caused this new one yet.
The problem was the tabpage had position: relative with z-index 2, and was above the floated elements. So, the solution was to add the following to the stylesheet

/* IE fix, neede for any element floated within tabpage to bring it to the front */
.dynamic-tab-pane-control .tab-page div,
.dynamic-tab-pane-control .tab-page table {
position: relative;
z-index: 3;
}

to bring the floated DIVs and a table to the front.

PS: The bug I'm now trying to figure out is, there are 2 rows of admin panels, and the pabpage container now starts below the first row, ie half way down. Where a tab has only one row of panels, it starts at the top. This is not apparent in Mozilla. Stupid, stupid IE!!! Not the first IE bug I've had to work around. CSS bugs can usually be worked around with the star-html bug,
* html tagname { ... }
which only IE will interpret, because it's invalid.
