I've done this a while ago. You need to change the my computer zone and that is not shown in the IE options so you'll have to change the registry a bit.

Umm.... I'm not really sure what to do here. I changed the computer's registration with this *.reg file:

REGEDIT4

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\0]

"Flags"=dword:00000047

Which makes the "My Computer" Icon visible in the Internet Explorer Options Security Tab.... but I'm not really sure what to do next.
Maybe this could help a little:

-- MSIE Version 6.0
-- Windows ME

Assume the file name is "C:/dsktp_hlpr.html"
