The offline mode is loaded is the page is stored in the cache of the user. To prevent it partially, just set the cache to don't store.

In ASP:

Response.CacheControl = "no-cache"
Response.AddHeader "Pragma", "no-cache"
Response.Expires = -1


META Tag:

<meta http-equiv="pragma" content="no-cache">


In PHP:

// HTTP/1.1
header("Cache-Control: no-store, no-cache, must-revalidate");
header("Cache-Control: post-check=0, pre-check=0", false);

// HTTP/1.0
header("Pragma: no-cache");


This solves your problem partially (I think)... I don't test to tell if it's true or not, but if the user click to save your page to offline view, I don't know if the above codes will work.
